Hi,  I've recently made a new friend who has a SCI that he describes as being "between c/3 and c/4. I have done some research and still have many questions.  Can he feel my touch if I were to hold his hand or touch his arm?

welcome to forum Smiley

c3-4 is a high injury, which normally results in near complete loss of arm function, however if the injury is 'incomplete' some function/sensation may be restored.  Most people with SCI i've met are happy to talk about this sort of thing too, so it would be ok to ask Smiley particularly as every  injury is fairly unique to the person concerned
